 [attachment:21413.diff] adds a (pretty bad) hack to maintain
 `'themes.php'` as the top level menu location. This would maintain easy
 backwards compatibility with `add_theme_page()` etc.

 Since it looks like we get a Menu overhaul anyway this release, maybe we
 should wait for the new API to be ready?


 Somewhat related: #21404, since part of it is adding a "Customize" menu
 item.
