 I can reproduce if I add a trailing slash to the URL, as you specified in
 the description:
 {{{
 http://ms.wordpress/wp-admin/network/plugins.php/
 }}}

 This isn't specific to Multisite though: `wp-admin/edit.php/` has the same
 effect.
