Comment:

 [attachment:16379.patch] is a first pass at implementing the UI shown in
 [attachment:front-page-options-lessbloat-v2.png].

 `_dropdown_pages()` in `options-reading.php` is a simplified version of
 `wp_dropdown_pages()`. Tried to use that one first, but couldn't find a
 decent way to make it return the lists with different attributes if no
 pages are currently published (the patch handles #15208 as well).

 Didn't touch "Front" vs. "Home", as that seems controversial to me too.

 Replacing "Posts page" with "Recent posts page" (from comment:17) makes
 sense to me though.
