What would be the solution here? I thought of `number_format_i18n()`, but
it seems to remove leading zeroes for all languages.

This was a hack to make day and month abbreviations unique ([1518],
[2232]). According to the comment (the last sentence was gone in [3676]),
these strings should be translated to day and month
initials/abbreviations, without the `_*_abbreviation` part.

It's probably just because most languages use 3 letters.
I guess it's fine to use 2-letter abbreviations if they make more sense,
as long as the translated strings are still unique. In ru_RU, we use 2
letters for day abbreviations and 3 letters for months.
