 I believe "Welcome" on the welcome panel is an interjection, and "Welcome"
 in screen options is an adjective ("a welcome panel"), or possibly an
 abstract noun.

 Either way, what about these for clearer contexts:
  - "Welcome", "welcome panel"
  - "Welcome", "hello"
