 One problem is that WordPress uses the value of the title field for both
 front-end output and for organizing uploaded files on /wp-admin/media.php.

 Well, that ''is'' the rub of not requiring the `title`. I suggest we
 continue to require the `title` but not necessarily output it in markup,
 which is what this ticket suggests.
