Comment:

 I can confirm this. Same for Scandinavian characters like æäøöå, on
 Windows servers. If I open Explorer on the server, or use FTP, I see that
 the files names are incorrect. If I correct the file names to the actual
 file name of the uploaded file then the problem is fixed immediately.
