 I just ran into this issue too for a site I was building.  I tried to
 build a small plugin that disallowed post authors to edit comments and
 have a single role for comment moderation.  I've also gotten several
 questions about this from users that are using my role management plugin.

 I'll be more than happy to help out with this.
