Comment:

 Patch attached is first pass at clarifying the language. Have to say,
 there's a lot of 'screen' use in there.

 > The Categories and Tags Converter link on this screen will take you to
 the Import screen, where that Converter is one of the plugins you can
 install. Once that plugin is installed, return to this screen and the link
 will take you to a screen where you can choose to convert tags into
 categories or vice versa.

 becomes

 > The Categories and Tags Converter link on this screen will take you to
 the Import screen, where that Converter is one of the plugins you can
 install. Once that plugin is installed and activated, return to this
 screen and the link will again take you to the Import screen. From the
 Import screen, the Converter link will take you to a screen where you can
 choose to convert tags into categories or vice versa.
