 Per a discussion at the core team summit last month, we'd like to
 automatically add the Log In button (currently handled by
 http://wordpress.org/extend/plugins/logged-out-admin-bar/) in case the
 toolbar is forced to show for logged-out users. Then all a plugin like
 that needs to do is show the bar for logged-out users.

 I think this ticket is definitely plugin material, however.
