 Yes, sry, meant wp-includes. No, a preview of the front-end only makes
 sense when the user is in the admin. So it's logical for the code to be in
 wp-admin.

 No, I meant customize-base.js. It is build as a JS framework which may be
 useful if the previews were a stand-alone JS application but don't make
 sense in the current (WP admin only) scope.
