 Okay, what's the final answer on a .ICO converter library? Can we use
 JPEXS' library (GPL v3) or not, Licensing is not my area of expertise.
 Would like a final, canon answer on this one - the "GPL V2 or later" to me
 sounds like it is inclusive of GPL v3 and therefore should allow JPEXS'
 library.
