 According to this link:
 http://phpthumb.sourceforge.net/demo/docs/phpthumb.license.txt PHPThumb is
 available under GNU2. It purports to being able to do an ICO export, and
 we probably don't need more than
 http://phpthumb.sourceforge.net/index.php?source=phpthumb.ico.php to make
 it work.
