Comment (by pavelevap):

 - Welcome in Screen Options is noun for us (best solution). Maybe there
 could be "Welcome panel" instead of simple "Welcome"?

 - Welcome on Installation screen is interjection (Hello).

 There are other Welcome strings, but they are parts of sentence, so we can
 play with them. Main problem is differ Welcome (as Hello on Installation
 screen) and Welcome in Screen Options (noun).
