 New (that is, not converted to multisite in 3.4.x or earlier) multisite
 installs in subdirectory mode will create new signups and blogs with a
 path that looks like this: "sitename/" instead of "/sitename/", and thus
 they don't work.

 Issue has to do with the dropping of {{{$base}}} from wp-config.php, but
 it still being used in one location.

 See #19796 for the work that dropped {{{$base}}}.
