 22762.diff​ fixes the issue.  I tested:

 - (using 'html5,html4,silverlight,flash' in media.php line 1246) both
 silverlight and flash work.
 - 'runtimes' => 'silverlight' - works
 - 'runtimes' => 'flash' - works
