 I bet there's a ticket floating around for the theme customizer too.  They
 are similar features broken in the same browser.  I wouldn't assume the
 plugins modal and the theme preview are the same though.  Scrolling is
 possible in the media modal, which is similar to the plugins modal, but
 not the same.
