 Related/duplicate: #20291

 With Danish package (or just having `WPLANG` set to `da_DK`), I get `lang`
 attribute with a hyphen, not with an underscore, in both admin and
 frontend:

 Per W3C, this is correct:
 http://www.w3.org/TR/html4/struct/dirlang.html#langcodes

 1. Where exactly do you see the attribute with an underscore?
 2. Have you tried disabling all plugins and switching to the default theme
 (Twenty Eleven)?
