 I've uploaded what I've managed to do so far (21583.7.diff). "Show on
 screen" and "Column layout" should be styled correctly on all pages that
 access those options, but I ran into some trouble styling "Items per
 page," so it would be great if someone could take a look at that. @ryelle
 helped add class names to some items we thought needed them.
