Comment (by bootsz):

 walk_nav_menu_tree() relies on actual Post objects to generate the list of
 Pages available with associated menu ID numbers. So we might want to think
 about whether an actual, default "Home" page should be created/stored in
 some way whenever "Front page displays" is set to "Your latest posts."
 Are there any other scenarios we'd need to consider?

 The outcome of #21665 would have implications for this fix.
