Comment:

 Make a default post format setting for 3.5, and remove the admin page from
 core, unless the feature is in use. Same approach as for the link manager.

 This should be plugin material, but these options may still be populated
 on new installs. Such core options will ensure compatibility between
 plugins that offer the full functionality.
