 Perhaps an optimum method of migration would be to move all the back-end
 part to the plugin but leave all the template tags and walker in core as
 depreciated then in 3.6 move the rest to the plugin. Perhaps even put a
 banner at the top of admin to prompt installing the plugin if there are
 links in the database.
