 Looking at [21501], the link manager is disabled by default but during the
 3.5 upgrade if there is any link data in the database, then the link
 manager is permanently enabled.

 If you deleted the link data after the upgrade, you'd have to manually
 change the "link_manager_enabled" wp_option record to "0" to disable the
 link manager feature.
