 [attachment:21013.9.patch] adds a `urldecode( $slug ) === $slug` check to
 see if we could get away with `substr()` (as per
 [https://irclogs.wordpress.org/chanlog.php?channel=wordpress-
 dev&day=2012-07-20&sort=asc#m425419 nacin's suggestion]).
