 There's JavaScript code dotted around core that handles i18n in JavaScript
 (for example, localised thousands separators in the pending comment
 count). We should bring this together into a wpL10n JavaScript library
 that can be reused by plugins.

 I've done some work on this and I'll get a patch up in the next day or so.
