No. Version number indicates when the bug was initially
introduced/reported. I've kept it at 3.1.3, though it could be set to 1.5,
since [2164] was committed before that release.

For the core code, the decision is made by the core team leads/developers.
The documentation in Codex is open for editing by anyone with a
!WordPress.org account though (and is overseen by the docs team).
