Comment:

 [18817] is all that'll occur for 3.3. I was just seeing how things looked.
 Punting the rest. I'll drop in the RTL fixes now, thanks.

 The moment we branch for 3.4, this is going in. Needs to happen so it
 doesn't go too stale.

 We probably need to break this into multiple patches: Patches for setting
 screens, patches for CSS only, patches for do_settings_* only, patches for
 other tables elsewhere, etc.
