 This original ticket is not quite how we're proceeding. We're splitting it
 into two separate features: a post-update welcome screen (see
 [http://core.trac.wordpress.org/ticket/18742 #18742]), and a first-time
 user box on the dashboard that contains significantly fewer things than
 have been suggested here (and targeted based on capabilities). Server
 information and privacy stuff will not be part of either. Privacy would be
 more appropriate in a screen accessed via footer link.
