 I fully agree with this. The link is styled as a link, not a button, so
 it's already clear that the behaviour (i.e. not closing Thickbox) is
 different.
 As you can still Insert Into Post, even from having clicked the "Set a
 featured image" link, then having two different behaviours would be bad.
