Comment:

 +1 for renaming `is_home()` to `is_posts_page()` (this hass been brought
 up before).

 I don't think the name of `home_url()` needs to change. If we deprecate
 `is_home()` then 'home' won't have its confusing meaning any more.

 The introduction of `posts_page_url()` and `front_page_url()` is a good
 idea.
