 could someone (jane?) explain the UI/UX decision behind consolidating
 screen meta (screen options, help) into the admin bar? I'm trying to wrap
 my head around this, please help :)

 It wipes out an entirely working user function that just needed some love
 #9657, not a spike in it's prominence level.
