 instead. It's not a new admin bar, it's a combination of header and admin
 bar. Every single install had a header before, while far fewer had the
 admin bar turned on, especially in wp-admin.

 By that logical track, then Screen Options belongs on the far right (so
 does Help) where they are today.  But if you keep them ''and'' "Howdy" all
 lumped together, it becomes unbalanced (and would I suspect be prone to
 overlap/wraparound/scroll-right-itis).
