 First pass at theme screens (available and install). Feedback on width
 (they are fixed) and the whole border/whitespace/grid thing welcome.

 [http://core.trac.wordpress.org/attachment/ticket/18198/18198.themes-
 css.diff 18198.themes-css.diff] has the CSS for the theme screens and also
 limits the width of the plugin tag cloud to wrap that up. I think it also
 takes out the .widefat max-width @saracannon had put in the responsive
 stuff because it was breaking things for me.

 table.diff] makes the two theme list tables... not tables. Both are also
 now 24 per page, just as a number that's more likely to come out even.

 height.js 18198.theme-row-height.js] is a piece of JS that makes each row
 of divs adjust to the height of the tallest one on load and resize. Not a
 big JS person, this could use some review.
