 [attachment:17970.2.patch] attempts to do both of these points. Couldn't
 do without negative margins due to padding of `#user_info` (which is
 required too). [attachment:17970.after.png] shows the result.

 Another option would be incorporating scribu's [comment:ticket:18301:10
 Network Quick-Switch plugin].
