 Isn't it the other way around? Enable makes it available, Activate turns
 it on on the live site?

 Thinking maybe "Allow" instead of "Enable"?

 Activate then would be clearer (Make Active), but other options for the
 label could be "Choose," "Select," "Use this Theme," "Turn On," "Switch
 and Publish," etc.
