Comment:

 I can see the argument, but wonder if there's a better way than duping
 action links, since when in a non-really-long-spam situation, a screen
 full of normal short comments would have a lot of duplication, and mousing
 down the screen would make that really obvious. I've hit this problem
 myself before, but it's pretty rare to get stuff like this often if you're
 using a decent spam filter. Would rather design to the more ordinary
 comments for core, and maybe let someone write a plugin using Chris's
 suggestion that sites that continually get a lot of spam could activate.

 Willing to be convinced otherwise, but thinking wontfix for this one. I
 could see doing some A/B testing of the links at the top vs at the bottom
 and just moving them if the top does better (though bottom was chosen with
 idea that links should be right there after reading comment based on
 normal flow).

 Devs, weigh in?
