Comment:

 It is a bit of a hidden feature (though it's stated in the help tab).
 While I'm usually in favor of the most exact labels possible, in this case
 I think it would make the actions row even more of a visual jumble than it
 already is. I'm leaning toward leaving it the way it is and considering it
 a more advanced feature (kind of like keyboard shortcuts) that doen't
 necessarily need to be exposed, because a savvy user with figure it out
 after one or two replies on an unapproved comment.

 Won't close as wontfix, though that's my inclination. Would like core team
 to weigh in.
