 Personally I think the problem with (de)activation hooks isn't that
 they're bad, but that they're inconsistent in plugins and thus we have a
 bad taste in our mouths (they're broke so people shouldn't use them).

 Anyway, I don't really look at this as an activation hook because it
 offers something that an activation hook doesn't.  It gives plugins the
 chance to know what the theme WAS as well as what it IS.  It's something
 that seems like it could be useful for any plugins that want to make theme
 switching better (user-interactive mapping of widgets or menus, maybe
 migration of certain theme mods, etc).
