 Having persistent widgets configs wouldn't work well. So the users can
 have their old widgets back if they decide to switch themes after a year
 or two? IMO that would be unexpected (at least) and probably considered a
 bug. And what happens to all new widgets that were in use before the theme
 change? We show them on the widgets screen as inactive? Imagine the user
 tries 20-30 themes for couple of years, the widgets screen will be about
 10 pages long and extremely complex, quite unusable.

 Rollback for individual widgets (and version control) is out of scope for
 this ticket. Also think there were few older tickets about that. There are
 also plugins that do this.
