Think more about the comparison to menus. Menus seem broken to me as well,
but from the other direction. You need both the ability to define
something explicitly in the backend and define it explicitly in the theme
and have both of those things intersect. So if my theme calls for
"headermenu" it puts in a header menu in the menu editor for me to add to
(or to modify from its default loop). Conversely I should be able to add a
custom menu and point it to override and of the registered menus. This
would help to unify people under given names. Header / Sidebar / Footer
etc. And make theme switching easier both for menus and for widgets.
So menus need to add the declaration features of widgets and widgets need
the editing features of menus.
