 There is an existing plugin called "Plugin Organizer" that would seemingly
 fix this by allowing the admin to override the hook priority ordering,
 thus being able to choose the order the plugins are displayed. Perhaps
 this concept could be brought into the core, similar to how widgets allow
 custom ordering? http://wordpress.org/extend/plugins/plugin-organizer/

 Ditto scribu on trying the loop_end action hook to get the output below
 the byline.
