 Some tabs should add a line of help depending on whether they are or are
 not part of a multisite installation. I can do that for when that bit is
 not in multisite (say Media Settings).

 But could anyone help me for when the line of help text is only there if
 it is multisite, like in Install Themes (wp-admin/theme-install)?
