 Title attributes on images create issues with some assistive software (eg
 JAWS in verbose mode) yet are completely inaccessible to other assistive
 software (JAWS in non-verbose mode, VR software etc). Alt is the
 prescribed and 'correct' method for relaying information to non-sighted
 visitors or those using non-graphical browsers.

 While Title is certainly needed for the media library itself, it should be
 removed, if possible, from the generated image markup.
