Comment (by mrtorrent):

 $PHP_SELF is deprecated and doesn't usually exist (i.e. if
 register_globals is off, as it should be). Plugins shouldn't be using it.
 I don't think it's reasonable for Wordpress to try to provide a
 compatibility layer for plugins using old PHP code, do you?
