 OK, To be fair, I've manually reinstalled about 6 times now. With the last
 being a full wipe to include DB.

 This time I did just as suggested. removing wp-admin, wp-includes. Deleted
 those 2 from my server. DL a fresh copy of the latest. rearchive just
 those 2 folders, and re-up.

 Cleared all browser cache, files, etc. Logged off Wp, shut down browser.

 Upon re-entry, same problem. Flyouts are behind everything. And on add new
 post screen, I have no editor, and flyouts + help dropdown, along with add
 media are all unresponsive.
