 OK, full complete wipe and reinstall.

 I got the screen options back, they actually worked, just not non the 'add
 new' post editor screen. Still no flyouts on the add new post page.
 Something I noticed prior to reinstalling I was hoping the reinstall would
 fix.

 I have no post editor buttons on the add new screen. Nothing responds on
 the add new screen. The help menu won't work, no flyouts, I can't add
 media, etc. So I think I may need to generate another ticket around that,
 the whole add new screen is busted for me.

 But back to the issue at hand, the flyouts are stll layered behind
 everything else for me on the remaining screens.
