 Just because the ones out there are unsuitable for your uses, doesn't make
 it suitable for core material. It'd be possible to extend XMLRPC to
 achieve it, it'd be possible to extend anything to do it.

 I've seen the functionality in at least 3 different commercial services,
 all done in different ways which target their use cases/niches. My opinion
 either way is, at this point in time, It's not something that core could
 consider supporting, and would be better left to a plugin.
