 instead of rebuilding only the core menu items.

 Problems will arise with plugins that are incorrectly using admin_menu to
 execute code that isn't for the admin menu, but I think that's a
 consequence of doing it wrong. For this to be done more cleanly, wp-
 admin/menu.php would need to be turned into an API and moved into wp-
 includes so it's available everywhere.
