 Talked with ocean90, he's fine with finalizing the rendering functions.
 Additional flexibility in the API (such as how 'html' now works) makes
 most modifications unnecessary; and render() is still overridable.

 We're not going to maintain compat for $menu. Suggest we make it array()
 and plugins will have to deal. We can throw a _deprecated_argument() and
 push them to use the new methods.
