 When tabbing through a page, Safari ignores admin bar items by default.
 However, there is a user option to enable this behavior (Preferences >
 Advanced > Press tab to highlight each item on a page).

 Since this appears to be intended browser behavior, I would suggest
 closing as wontfix.
